Step-by-Step:

How to Participate in State Government Contracting Opportunities

Do you have a small business and want to work with a State of Hawaiʻi department or agency? Follow these steps.

Step 1 - State of Hawaiʻi Login

Create a myHawaii account. This will allow you to log in to various State of Hawaiʻi websites.

Step 2 - Business Registration

If you haven’t already, register your business with the Department of Commerce and Consumer Affairs (DCCA) - Business Registration Division (BREG) to establish your business as a legal entity.

Step 3 - Compliance

Make sure your business is compliant with applicable state laws. Proof of compliance is required for all contract awards of $2,500 or more.

The simplest way to provide proof of compliance is with a Certificate of Vendor Compliance from Hawaiʻi Compliance Express.

Step 4 - Hawaiʻi Electronic Procurement Systems

Create vendor accounts in the State's eProcurement systems to view and respond to solicitations and receive email alerts and award notices.

Aloha eBUYS - the State’s new cloud-based eProc system which will eventually replace HIePro. All departments under the Executive Branch must use Aloha eBUYS for Small Purchases. Small businesses can self-identify any small business designations upon registration.

Step 5 - HANDS Small Business Database

Register in the Small Business Database on the Hawaiʻi Awards & Notices Data System (HANDS) website. This is a separate registration that will be used for tracking small business contract awards and determining set-aside contracts for small businesses.

Step 6 - HANDS Research

Search current bidding opportunities and past contract awards in the Hawaiʻi Awards & Notices Data System (HANDS). This is a valuable tool for researching opportunities and conducting market research. You don’t need to register or log in to use the search.

Step 7 - Network

Attend small business events offered by the SBO and other state and county agencies. These are great opportunities for vendors to get in-person training, ask questions, and meet purchasing staff and prime contractors.
