About the Small Business Procurement Program
Mission: To support Hawaiʻi’s economic growth by promoting and increasing small business participation in state contracting through outreach, policy, education, and technical assistance.
Outreach
Connect with Hawaii’s small business community through events and monthly updates.
Education
Train small business vendors and state procurement staff on systems, compliance, and best practices.
Policy
Develop clear administrative rules and guidance (e.g., set-asides, subcontracting criteria, % goals) for agencies to contract to small businesses.
Technical Assistance
Offer hands-on support (e.g., registration assistance, resource navigation) and help small business vendors overcome procurement challenges.
